Deb's experience with disabilities began with her youngest sister, who was born with Cerebral Palsy. Her experience continued as a parent of a son with multiple disabilities (Autism. ADHD combined type, Learning Disorders, and Sensory Processing Disorder).Amber attended the University of Maine School of Law, graduating with the class of 2019. She was admitted to practice law in Maine in 2020. 

For her son, she collaborated with Child Development Services (CDS) for a special purpose preschool placement, her district for an IEP, and a positive
behavior support plan. She also became familiar with supportive services, acquiring MaineCare through Katie Beckett Services, Section 65 behavioral support services, Section 28 in-home support services, private occupational and speech therapy, and social skills group therapy.

After her son experienced a challenging transition from a special-purpose preschool to a general education kindergarten, she learned everything she could about local policies and state and federal restraint and seclusion (R&S) laws. In January 2011, she was invited by the Maine Department of Education and the Governor of Maine to join the stakeholder group to revise the state regulation governing the use of R&S. In April 2013, the revised rule was passed, which created a safer and more comprehensive law. Deb has continued to provide legislative advocacy with the Maine Coalition Against Restraint and Seclusion (CARS) group. She also helped to create the Best Practices Guides to Reduce the Use of R&S in Maine schools and was part of a project that developed videos to increase parent awareness and minimize the use of R&S.

Deb is dedicated to learning as much as possible about the legislative process, special education laws, civil rights laws, disability laws, case law, equal access to the curriculum, inclusive environments, transitional planning, crisis prevention, and positive behavior supports. She is constantly expanding her advocacy development by attending continuing education classes. Deb completed an intensive two-year-long training provided by the Council of Parent Attorneys and Advocates Special Education Advocacy (COPAA) Training and an internship at Disability Rights Maine.

Deb has worked with over 65 families with children with a wide range of disabilities and worked collaboratively with parents, students, and IEP teams in many school districts across the state.
