The attorneys of Heron Legal Youth ADvocacy represent court-involved youth in the juvenile justice system; defend the civil rights of students in special education, school discipline, and discrimination matters; and advocate for the best interest of children in the child protective system as guardian ad litem.

  • Amber R. Miller

    Amber attended the University of Maine School of Law, graduating with the class of 2019. She was admitted to practice law in Maine in 2020

  • Edwin P. Chester

    Ned graduated from a dual-degree program at the University of North Carolina in 1977, with a Juris Doctor degree from the University of North Carolina School of Law and a Master of Regional Planning from the Department of City and Regional Planning.

  • Deb Davis

    A Non-Attorney Education Advocate, Deb is dedicated to learning as much as possible about the legislative process, special education laws, civil rights laws, disability laws, case law, equal access to the curriculum, inclusive environments, transitional planning, crisis prevention, and positive behavior supports.
